Season rainfall has been described in the high-80s to low-90s percent of the long-period average, with August also dry in many areas as El Niño patterns strengthened. Power-ministry figures cited in early September showed hydropower output down on the year as reservoirs and rivers ran low. Rice and other kharif crops still need water at sensitive growth stages, so pumps run when the sky does not deliver.
